In 2013, Indonesia's President signed a regulation which exempts low-cost and energy-efficient cars from luxury sales tax, provided they are assembled locally with a minimum amount of local components. That first year, 51,180 low-cost and green cars (LCGC) meeting the specifications were sold. The following year this jumped to more than 172,000 units. But has the project panned out according to plan?
