COMMENT: Whole vehicle or engine-only? GHG arguments rumble on

Major differences of opinion remain on the provisions of the Phase 2 greenhouse gas (GHG) and fuel consumption rule for heavy-duty trucks and buses in the US. The US EPA and NHTSA published the proposed rule in June 2015; following a period of consultation, the final rule is now expected just over a year later, in August 2016.
