Europe is moving closer towards agreement on new vehicle type approval legislation, updating the process through which national authorities certify that a vehicle meets European Union (EU) safety, environmental and production requirements. The Volkswagen defeat device scandal sparked efforts to bring the current policy into the modern day, with amendments aimed at tightening up loopholes exploited by VW and likely others.
