COMMENT: Whole-vehicle or engine-only GHG/fuel standard argument rages

BY ALAN BUNTING. In Europe and the US, the question is the same: should CV regulations focus on complete vehicles, or just engines?

On both sides of the Atlantic, an effectively identical argument is raging in relation to truck and bus fuel efficiency and greenhouse gas (GHG) emissions legislation. Reduced to its simplest terms, the contentious issue is whether complete vehicles, or just their engines, should be subject to regulatory carbon dioxide (CO2) and/or fuel consumption measurement.
