Recent research from Brookings Institution into the US government's Car Allowance Rebate System (CARS), also known as the 'cash for clunkers' programme, supports previous criticisms of the effectiveness of such schemes.
Introduced in 2009 at the height of the recession, the scheme was intended to stimulate the economy, create jobs, and reduce vehicle emissions by encouraging the purchase of newer, cleaner cars.
