Is NHTSA's rear-view technology ruling a step forwards or backwards for the regulator?

The National Highway Traffic Safety Administration’s (NHTSA) recent announcement of a ruling requiring rear-view cameras on all cars and light-duty trucks has met criticism from certain camps, which believe rather than moving forward with safety improvements, the organisation is instead taking a big step backwards.
