Localisation efforts not going to plan in Russia

Weak demand and a devalued rouble mean that foreign OEMs are struggling to localise in Russia under terms of Decree 166 agreements

The Russian government has begun terminating industrial assembly agreements with foreign automotive companies who have failed to meet localisation targets in the country. Among those affected in 2015 are the Mazda Sollers joint venture (JV), and the Toyota Sollers JV.
