It has been a week of finger-pointing in Washington as safety policy takes the spotlight. The National Highway Traffic Safety Administration (NHTSA) has come under scrutiny by the government for its handling of the General Motors ignition switch defect, which has since spurred the recall of millions of cars and resulted in an estimated 19 deaths (GM's estimates).
