Collusion questions arise in diesel manipulation wave

As new findings continue to point to widespread diesel emissions manipulations, the question of collusion has arisen. In the past there have been suggestions that the governments and the motoring industry were somehow colluding on the issue, but now the focus is on the OEMs themselves - specifically the German ones.
